RHA works closely with the Departments of Dining Services, Transportation, Resident Life, and Resident Facilities, and the Office of Sustainability to advise the directors on changes residents wish to see. Changes to policy are documented in the form of resolutions, which are presented to the RHA Senate. Resolutions may be written by Senators, committees, executive board members, or councils.

Senate consists of elected student representatives from all residence halls, and the number of representatives is based on the number of residents (1 senator for every 250 students). Resolutions are debated and amended on the Senate floor before they can be voted on. All resolutions must pass by a simple majority.

Once a resolution has been passed, it acts as a strong advisory recommendation to the affected university departments regarding the changes students want. The resolutions are not taken lightly, as directors and departments recognize that each resolution carries the weight of 12,500 resident voices.
